Write up about the Conference

The 23rd World Congress of Political Science, organized by the International Political Science Association (IPSA), held on 19-24 July 2014 at the Palais de Congress, Montereal, Quebec, Canada, was attended by around 3,000 political science all over the world. The five-day World Congress featured various activities aside from the plenary and panel sessions, such as book exhibits and launching as well as presentation of achievement awards.

Feedback on paper presented

The following comments were made by the panel discussant, Dr. Qingshan Tan of Cleveland State University (USA):

  1. Cases that do not show the best scenario when it comes to the implementation of the law should also be included in the study.
  2. Discuss the legal requirements of implementing the law that could also serve as a framework for local government units.
  3. What does the national government provide in terms of resources and funding for the local government units to comply with the law? How does it make the local government implement the law?
  4. What are the market incentives for implementing the law and how will this help in effective implementation?

Future directions of research presented

Additional data gathering will have to be made in order to address the suggestions and questions cited above. The grantee intends to revise the paper based on the feedback during presentation and submit it for publication.

Potential foreign collaborators

The grantee has been invited to become a board member of Research Committee 18: Asian and Pacific Studies chaired by Professor Teh-Kuang Chang of Ball University (USA)

Other important contacts and insights

The grantee’s participation in the conference has been quite fruitful. It allowed her to network with scholars abroad, particularly with a Filipino-born German scholar specializing on environment and climate change issues who is a potential research collaborator.

23rd World Congress of Political Science, organized by the International Political Science Association (IPSA) was held on 19-24 July 2014 at the Palais de Congres, Montreal, Quebec, Canada. More than three thousand political science scholars from different parts of the world participated in the conference. Plenary sessions as well as concurrent panel sessions featured presentations on topics covering the general theme “Challenges in Contemporary Governance”.

Associate Professor Ruth Lusterio-Rico of the Department of Political Science, College of Social Sciences and Philosophy (CSSP), University of the Philippines Diliman, presented her paper entitled “Environmental Governance and Local Politics: The Implementation of the Ecological Solid Waste Management Act of the Philippines”, in the panel, Globalization of Political Processes in the Asia Pacific region: National Democratization (II) – Political Challenges of Governing Emerging Environmental Problems, Patterns of Conflict and Convergence in Political Orders. The panel session was held on 20 July 2014, 15:00-16:45, Room 512g. The panel was chaired by Dr. Te-Kuang Chang (Ball University, USA), chair of research Committee 18: Asian anf Pacific Studies. Four other scholars who presented their papers in the panel were from the United States, India and Taiwan. Dr. Qingshan Tan (Cleveland State University. USA) serve as discussant in the panel.
